I would say both the following would be good:
-Snare drum A/B rackets (The rackets make it quite easy to change the size.And the different sizes have different timbre and tone.)
-Sidewinder cymbals
Also, straight sticks work well for playing fast rolling stuff. I say this because, whenever you roll the drum like this…

…on a drum set, you can’t always roll as hard. You can only roll enough for the ride. It is very hard to roll for high top hats and ride for example.
I would say, if you are a rock drummer or a jazz drummer, the high hats should always be played with a standard kickdrumskinny.
However, if you are playing a heavy style drum kit and you want the high hats to sound like a kickdrumskinny, go for straight sticks and try to hit the toms on their head with your stick, rather than letting the stick touch the head.
I prefer standard drumsticks, for the reasons I mentioned previously.
If you are new to drumming you should experiment with straight sticks and the rackets first and then switching to the drumsticks later. As I mentioned, the rackets make it easier to change the size of the sticks. And they will save you a lot of money over time.

“Best” and “metal” are tricky terms but I’ll try to answer your question.
I’m referring to basic straight sticks and rackets of course.
As far as the traditional metal sound, you can’t beat a Czerny, a tom-tom and a 10-12″ snare.
As far as the modern metal sounds go, I’d say something with a very long stick, like a tama or mopasha drumstick.
If you don’t mind a little more weight and want to go with the retro and traditional metal sound, try a 1″ nickel head, 1″ nickel dowel, and a 7″ to 10″ conga drum.
Personally I don’t really like the snare except when I’m playing something slower or I’m playing with another drummer.
