A letter of recommendation, which is to be the basis for evaluating the candidate. St. Paul says that he will not seek employment in Macedonia and points to his destination in Asia Minor for the new work. Rather than merely informing his addressees about his arrival at a particular place, he gives them a reason to know and approve about him. He does not want his good reputation to be subject to just any credibility.

Paul writes to Timothy to encourage him to persevere in the Christian faith and to do the good that is in him, to do everything that is right, to remember his former lesson, and to do the deeds of a Christian, lest anyone be falling to the same condemnation as has come to the disobedient one who has set aside the grace of our God in the times past.  Therefore, be very careful in your conduct and doctrine, and despise not prophesyings, for some prophecyings are undeniable and inevitable, while others are false, and must prove unto falsity.   Finally, be on guard in the bad company of those who do such things, and avoid as much as you possibly can every kind of dirty and undependable teaching. Such men are they, who deal in the law of provisions and of regulations.    You know that you are taught to be continually subject to ordinances; for every one of the commandments of God has been made clear by the revelation of scripture, the law, and the prophets.    Be very sure, therefore, whatever you think or say, you are living not by the law of God but by the law of man the law that you have received by transgression that no one will be justified by this same law by which you have been proven a transgressor.     The law is holy, and the commandment is holy, righteous and good.
