Unable to remove add-ons using “Add-ons Manager

My add-ons manager has stopped working since I tried removing all my add-ons.
The error message that it gives is –

The add-on “jQuery” is not installed anymore.

I tried reinstalling add-ons, but I’m getting the same problem, even when I’m trying to reinstall add-ons using the add-ons manager.
Also, I’m getting a problem opening the add-ons tab in the add-ons manager.
I’ve tried going to chrome://extensions, but nothing shows up. In fact the add-ons manager tab is completely empty.
The add-on manager has also stopped working, as it would open and open, and close every time.
I’ve tried uninstalling Google Chrome with all updates, reinstalling, restarting my computer, but nothing works.

Open Command Prompt as administrator
Change directory to %appdata%\Google\Chrome\User Data\Default
run command (wait for the command prompt window to close itself):
chrome.exe –omnibox –omnibox-autocomplete-disable [enter]

Story
