Last year, the government abruptly cut the funding, removing the $30 million from projects at the two Air Force bases. Construction projects, many of which were already completed, were allowed to proceed with the money.

The Pentagon has not sought reimbursement for that diversion, but legislators say they want to ensure that the Air Force didn’t use some secret accounting maneuver to avoid the possibility.

“We’re not looking for anything specific, but we are looking to make sure that the process is fair,” said Rep. Walter B. A long period of inter-communal unrest interrupted Saturday’s planned relaunch of Olo Kibaha, the troubled, if expanded, Mombasa-Nairobi-Dodoma trade corridor.

Transport and Communications Minister Mike Sonko said the Mombasa-Nairobi-Dodoma section of the Corridor, which starts at Kapenguria, will be officially relaunched.

The highway has been closed for the past three years because of inter-communal violence.

Mr Sonko said the road had been shut since last year, when car thieves from Nyanza division started stealing vehicles in the area, ignoring the fact that the highway was still unopened.

He said more than 1,000 vehicles were stolen during the same period, meaning it cost the state $150,000 a day. He said the original budget for the $1-billion project was $100m.

Mr Sonko said the road was being relaunched because the state was keen to ensure that security was key to opening the road.

He said the highway would be open for public use from 6am to 6pm.

Mr Sonko said the state had also given the green light for construction of the Meru-Kenya-Dodoma-Nairobi-Kilifi highway, which starts at Meru, and will connect
